anyone know how this cylinder works and how to assemble it?

You simply attach it to a tee on the high pressure (120 psi) side of your pneumatics system. That's all their is to it.

It is actually a tank, used for increasing the available supply of pressurized air on the robot. A cylinder, on the other hand, is a pneumatic actuator, which this is not.
