Withholding Bumpers?
 
Not 100% this is the right place to posts, so sorry ahead of time.
We would like to know if the bumpers need to be shipped?
And if we withhold them do they count towards our 30lbs?

No, and Yes.

You do not have to ship them, but they do count towards the 30-lb limit if you do not--and at up to 20 lbs/set, that's a lot of weight eaten up.

well we have a problem with them, hopping to get them fixed.
can we make two sets and ship one and count the other one as a spare and then it wouldn't count as with holding.

The bumpers are a FABRICATED ITEM as defined in the manual and would be part of the WITHHOLDING ALLOWANCE whether they are considered "spare" or not according to rule R33.

Note: terms in all caps are defined in the glossary found in the Introduction section of the manual.
