Fluidyne Water Pump help!

For a physics project, a friend and I are making a fluidyne water pump.

The problem we seem to be having is that it won't suck up water.

can anyone offer any help?
Here's the basic design we're using

I doubt I would be much help but if you want input from the community that is useful you really need to post what you have done, not what you are planning to do.

I am pretty sure the design you are using is not the problem, the problem is likely in the execution. Post up info (drawings, pictures, and details about your execution of the design, that will make it easier for the community to give you input.
