1) I agree with what some others are saying -- one set driver to move the wheels and one set manipulator to control the other mechanics.
2) As part of the way for choosing a driver, a test which makes sure they understand the concept, scoring, and rules of that years game. Also, have them drive the robot around, drive past years robots if nothing is available, and drive the completed product as soon as they can. If you finish build a day or two early, have them spend that extra time driving it around.
3) Not that I know of. Nothing is really realistic as far as this goes that I'm aware of.
4) Good reflexes, good decision making, the knowledge of what can break and when it's alright to push your robot that extra step. Look for people who will back up to get a ball instead of turning around to pick it up, then turn around again to score it. Look for people who understand things will break, and that in some matches you may need to keep going even if it gets worse (elimination matches or sometimes high-priority matches) and some matches where it's alright to stop and be careful for the duration (if you're already up 3 times their points and there's 15 seconds left, why keep going if the arm is dangling a little and may snap / get run over and cause all sorts of problems. Also, make sure they're aggressive enough to not back away from hitting something for a point, but not overly aggressive to get penalties or to hit things just to hit things. It's a balance that is hard to find and realize sometimes.
5) Practice, practice, practice. Once you get two people selected have them practice together. Have you there when they're practicing, telling them what to do next as you might suggest when in competition. Practice with others watching, practice when others aren't watching. Make sure they see they're mistakes but don't overdo it when pointing out such mistakes. Little pointers that could help them here are there.
Also, having some sort of scouting or method to talk to your alliance partners before matches is nice. Make sure everyone on the drive team is on the same page as far as what your robot can and can't do, where you want to start, what your strategy usually is and should be for the next match, and other things like that.

edit: Also, make sure that the students who are driving want to be driving the robot. Let it be something people volunteer for, not something handed to students assuming they would want to do it. Even if you have a student that you think would be the best or who has done a lot with the robot and can drive it well, if they don't want to do it there's probably someone else who does and would be able to put in the time and effort to get as good.
