You would need the iOS SDK to develop apps. This SDK can only be ran on the OSX (Apple's PC Operating System) operating system.

Does the fact that I have a jailbroken IOS change anything?

it's a matter of the computer, not the iDevice.
You need the iOS SDK (Software Developement Kit), which can be purchased from here http://developer.apple.com/programs/ios/, which is only running on a Mac OS X computer (not a PC)

Do you know of any way around this. Can I write the code in objective C and then port it over to the device, or is it absolutely necessary to use the proprietary SDK (I don't have a Mac).

I've read about the jailbroken toolchain but I'm fairly sure that would need a Mac as well. If you want to write apps with the apple libraries (which you generally do) you really need to use a Mac.
