Yes, FRC motors can cook themselves, under some circumstances. Mostly, when they stall (don't move) while being powered. With some motors, this can even happen on the robot before the breaker...

I would add that the time and effort put into swerve drive could be better used elsewhere. A simple KoP (or similar) drivetrain can be put together in a single day.
