The servo can only draw as much current as the 12v to 6v converter can provide, the rail will not give out more than 2.2A.

It would not be worth it. With the weight you use to build the ramp or strengthen the robot to take the weight you could easily build a reliable and fast scaling mechanism. Also you'd lose points...

If this is for a non-FRC project, then you don't need to adhere to typical allowed motors.
Cost is obviously important for you, I would suggest looking at the gearboxes and motors sold by BaneBots,...
