Yes you may start working on your bot right at 1. Be sure to move your crate to the end of the aisle as soon as you are ready for it to be moved to storage.

Correct. They must be at least 4" off the ground and no higher that 12". If you are able to lower the bumper and still have a ground clearance of 4" you should be fine.

I agree though I think we'll ask our human players not to risk it until a precedence has been set. Tech Foul per Boulder is a stiff penalty if a ref has a different interpretation of the rule.
