If its plain fabric and noodles it would be a COTS part, and if assembled them a Bumper, both being exempt.
I would assume(though that is dangerous) that intermediate stages would also be exempt.

I believe what is occurring is that one solenoid is currently connected to both cylinders, and he was recommending to use one solenoid per cylinder for a total of two in the entire assembly.

The Pi uses an ARM cpu, while the driver station is written for an x86 platform. I don't believe that it would be able to properly run on the pi.
