If its plain fabric and noodles it would be a COTS part, and if assembled them a Bumper, both being exempt.

I would assume(though that is dangerous) that intermediate stages would also be exempt.

I think part of the reason they were so loose is that they only had competitors who had been there before. So the first line of the rules to me seemed like an unspoken: "you already know the rules"

I believe what is occurring is that one solenoid is currently connected to both cylinders, and he was recommending to use one solenoid per cylinder for a total of two in the entire assembly.
