Seems like a lot of stuff is pointing to the return of minibots. 5th drive team member is likely a driver for the minibot. Doesn't make too much sense to have 6 human players per alliance.

AUVSI student competitions are really great and have a relatively cheap entree fee. The competitions are all pretty much autonomous and usually a week long and teams from all over the world compete....

Going by just IRI probably isn't going to be very accurate since quite a fair bit of good teams don't attend. For us, if a team won a regional as a captain or first pick, they are on the "watch out"...

I think the difference is that build time would simply extend into competition season when most teams are still fairly active whereas moving kickoff back would extend the FRC season entirely....
