Use the Talon SRX in speed control mode. The update rate and onboard filtering is better than anything you'll be able to get in code running on the crio.

The 40ms of lag came between the time the camera sensor captured a frame and when it was done processing by our vision pipeline. I haven't measured the latency of sending a packet through adb's port...

I personally keep track of rankings with golf scores. 4 RP = 0, 3RP = +1, etc. It makes it easier to track a few teams you care about relative to each other.
