I believe team 33 used a flashlight on their robot in 2014. Plus there is a part in the robot section in the game manual that talks about what kind of lights you can use.

If I am taking this question right.... As long as that part doesn't extend past 15 during telop you should be good. Even if it has the potential to go past 15 inches to climb during the end...
