I've not had good luck with very basic control methods like you've described, usually because of overshoot. I've found the D parameter to be necessary to slow the rotation as your robot picks up...

It was just too hard NOT to use the wheel shooter when we developed the do-it-all arm.

Come to think of it, there's no sugical tubing on it anywhere. I can't remember the last Bomb Squad robot without sugical tubing.
