I can't find anything about the paperwork. Since an adult member of FIRSTbase has to upload the animation submission, there may be online paperwork.

GIMP is definately the way to go. I use it and I highly recommend it. Although, if you like the photoshop interface you can use GIMPshop (which is GIMP, but with a photoshop look).
