Wheel diameter looks to be more than 8", so you would have to make a structure on the outside of the wheels in order to support at least every 8". That could be attached to the front and back and...

So the order in which the number appears in the first number of the set doesn't matter as far as solving the hint, but the second number apparently does.

I know Team 3824 uses a quite large 3D printer to print several parts.
