One thing I found(I believe it works) is to start over with the code. Deploy a basic FRC WPILIB example and to add one piece at a time...

0 is a valid CAN ID and is the defult of most Talon SRX's unless changed in the RoboRIO interface.

Also try it with eclipse. From my understanding NetBeans works only with older versions of WPILIB...
