Have you tried using mdns? By default, the pi should respond to pings on rasperrypi.local I think, even with a self-assigned 169.x.x.x address.

Turns out the DLL file I was using was corrupt in some way. I replaced it with the one provided by one of the profiles downloaded, and now everything seems to work fine.

We had a weird problem during a few of our matches where the roborio had 99.99% CPU usage, and we had VERY jerky control of our robot - probably like a second or two of delay. We had no vision code...
