You might take a look at the Solenoid With Compressor example that ships with LabVIEW. It shows how to wire the hardware. From within LabVIEW go to Help>>Find Examples... to launch the Example...

You might check to make sure you have a Dashboard installed. It should be at:
C:\Program Files (x86)\FRC Dashboard\Dashboard.exe
or something similar. Once you find it, try double-clicking...

Just to be clear:
LabVIEW for FRC 2014 is based on LabVIEW 2013 and will not work with the roboRIO.
LabVIEW for FRC 2015 is based on LabVIEW 2014 and will work with the roboRIO, but has not yet...
