As an aside, this is the hardest I've seen the FIRST web site get hit in years...normally with the pre-downloading of the manual, they've been able to handle the extra traffic without any problems...

2011 Twitter Feed Format

Not exactly, look at section 9.3.5 (Coopertition Bonus) - the winning alliance, in addition to getting their own score post penalties in seeding points, they also get 2x the losing alliance's score.
