It looks like there's been a lot of discussion on the radio, breaker, connectors, etc. being the issue. I think the likely culprit here isn't the PDP, but rather the VRM.

I don't have any documented evidence on discharge rates, instantaneous current draw, internal resistance, etc. This is all purely empirical, but I have noticed that the MK batteries perform better...

Do you have any fuses in the PDP? It may be possible that metal shavings are somehow shorting the PDP somewhere. 77 ohms is way too low of a resistance between supply rails. Keep us updated!

If your team used your AndyMark First Choice points, you should have received an FRC Gyro & Accel board with your order free of charge. This sensor should provide much better performance!

The easiest (and for veteran teams, cheapest) way to get NeoPixels on your robot is to use an old regulator to power your LEDs and use the 5V bus from the RoboRIO to power your microcontroller....

Same here, although we've been known to use a couple of zipties for heavier and more "in the way" components. I do not recommend "fuzzy" Velcro for mounting electronics.
