Read <R46-A>. Note the words "in addition to". It's not a suggestion that you use only one FP. It's not a suggestion that you're limited to the number of window motors in the KOP. It's a requirement.

Darnit, GDC, switch the places of <R45> and <R46> already! It'll make so much more sense that way!
