The gear does need to be press fitted on. I'd recommend an arbor press, and I'd use a large milling vice if I didn't have an arbor press. I wouldn't use a bench vice. If I had a large robust lathe, I'd attempt pressing it with the tailstock if I didn't have anything of the aforementioned tools.

In a real pinch, I suppose you could whip together some sort of frame for an automotive bottle jack, and then you'd have a press of sorts.
