You just said it yourself. The fact that it did move and got caught in their wheel makes the tape measure illegal by FIRST rules.
But anways. Fighting over this will get us nowhere. It's time to put the past behind us and move forward. Look towards January and I'm sure FIRST will have a rule book for us that will rival most legal documents
