Yes that is correct. The 12 volt and 24 volt outputs on the PD are special power supplies that will continue to generate their respective voltages down to about 4.5 volts on the battery input. Since the Dlink takes about 55 seconds to boot and the Crio can take anywhere longer than 20 seconds to boot, you don't want these two devices to ever reset due to power brown out.
