The 100% coverage of the Frame Perimeter (<R07-A>) is non-negotiable. Not 50%. Not 80%. Not 99% (though that's what you might end up with due to joints between bumper segments). 100%.
Gaps are not acceptable. I must say I liked it better when they gave a percentage other than 100%, or a specific area, but that's the rules.
