Are we reading
this correctly:

New York, Puerto Rico, Rhode Island, and the Province of Quebec. Entrants who are residents of a
country, state, province or jurisdiction that (1) prohibits any aspect of this Contest or (2) prohibits
unregistered contests or (3) requires the contest sponsor to post a bond, are ineligible.

Does this really mean that residents of NY, Puerto Rico, RI & Quebec are NOT eligible for this award? I hope we are reading it wrong, but the only other thing I can think it means is that someone over 18 has to submit for it... but it seems more like the former is true.
