I can speculate one thing that may be happening. You are trying to license before you have installed the update. Here is what I would try:
1. Uninstall all NI software.
2. Remove all license files. These are *.lic or *.lc files and should be located in a path similar to: C:\Program Files\National Instruments\Shared\License Manager\Licenses...
3. Install Everything from the NI DVD in the kit - do not enter the L13R02200 when you do this. Don't license anything at this point.
4. Download and install the latest FRC LabVIEW update (3.1) from
http://joule.ni.com/nidu/cds/view/p/id/2261 Use the L13R02200 serial number when you install this update.
