Take the LabVIEW v28 image from Source Forge and drop it in:
C:\Program Files\National Instruments\LabVIEW 8.6\project\CRIO Tool\FRC Images\FRC_2011_v28.zip

Then it will appear in the cRIO Imaging Tool list.
