Yes that is exactly correct. You should not be using the router. Make sure it is turned off. We had issues where the router would be mistakenly turned on without the programming team's notice and spent about an hour of troubleshooting before we caught this. This has actually happened 3 times.
Can you ping 10.25.23.2? That is the address of the cRIO. If you can, the the issue is with the Driver Station. If you can't, there is another problem (such as a firmware issue). Make sure you set your team number on the DS. If this doesn't work, a fix that we used was to set the connection in the developer mode, and then in the driver mode set it to use a manually configured connection.
