Search for "console" at http://www.usfirst.org/uploadedFiles..._19Feb2011.pdf

You'll find some relevant rules, such as R77, stating that the whole thing has to fit on a shelf, but nothing that limits the number of "controllers" that you plug in.

Keep in mind, that you are limited to two drivers.
