As far as I know, none of the development tools will change the IP of the laptop they are running on.
When the DS is launched, it uses the setup.ini file to validate and potentially update the IP of up to two NICs. When it goes does this, if it gets confused, say the NICs have been renamed in Windows and it is an older version of Windows, it may put up a dialog asking you to identify which to use for Wifi and which to use for Wired. You also have the option to manually control both, which means the config code will be skipped on future launches. You can revisit this dialog by going to setup and hitting the Choose NIC button.
Once NICs are identified, the DS attempts to delete and add IP address -- not a foolproof scenario, but it tends to work most times. It will always set the wired NIC of the laptop running the DS to be .5. It will always set the wifi NIC to .9.
If you have multiple laptops that will be running the DS, this can cause conflicts. Avoid wifi conflicts by turning off the wifi of the laptop. Avoid wired conflicts by pulling a cable. Clearly this isn't the only option, you can easily change one of the laptops to be manually configured, and than set the IPs to something up high, say 30-40.
