Nonetheless, post code here.
- Re-install WindRiver
- Install all updates
- Deploy code with the Run or Debug dialog, this will pop up with any virtual table errors etc

I agree it sounds like it's probably not a download problem, basic code not working sounds like it may be hardware. I think if they try my printf() test we'll know for sure, but I'd look at the Jaguar connections, are they secure? Are you using CAN? Properly terminated? or is it PWM? and is your sidecar properly powered? DSCs with weird power wiring can magically switch between working and not in my experience.
