Withholding & COTS

So...
Are items that are shipped unassembled (AndyMark gearboxes, mecanum wheels, etc.) considered COTS for terms of WITHHOLDING ALLOWANCE, if they have been assembled?

In other words, do we need to take spare gearboxes apart? and if so, to what degree? Does it matter if the gearbox has been lubricated? (Does a lubricated gearbox become an ASSEMBLY instead of a COTS part)?

(We've never had spare gearboxes before so this is a new issue for us!)
