The "ringer" in question occurred in GSR Quarterfinals Match 4-1 between 175, 1519, 176(red) and 58, 172, 126 (blue). Video of this match can be seen at

At approximately 30 seconds into the video, the 176 human player throws a ringer around one of the red towers. No penalty applies since the affected tower was for the same alliance as the human player throwing the tube. At the end of the match, 175 goes to that tower with the intent of releasing their minibot, but is unable to deploy due to the "ringer."
However, if the ringer had been thrown around the opposing alliance's tower, it's not clear to me as to whether this would result in a penalty, as G24 is in the "End Game" section of the rules. If the offending tube is thrown before the "End Game" I don't know which rule would prohibit putting ringers around the other team's towers...
