From what I know about the lottery,at least the for the 1st tier, it's selected randomly from all the state/regional competitions. In fact, the event holder actually announced Oregon had won the 1st lottery spot during the alliance captain meeting.
So my guess would be if you didn't hear anything, your state is probably still in the run for lottery spots.
