Are you referring to lights on the solenoid valve? If so, it sounds like your wiring and programming are fine, and it's time to focus on the pneumatic circuits.

What kind of solenoid is it? What is each port on the solenoid connected to? What pneumatic pressure are you using? The more details you can give, the better can be the suggestions you receive.
