The FPGA in the FRC-cRIO won't activate any PWM or relay or solenoid outputs unless it gets an "enable" command from a Driver Station.
You can use one of the small blue KwikByte Driver Station boxes instead of a full-blown netbook. I think it should run okay powered from the 12v PDB output. AndyMark
