Any talk of rookie FRC grants should begin with NASA.
Applications for the next season won't be open for a while, but check out
http://rcs.arc.nasa.gov/rcs/app/directions.php
for the application requirements for the just-finished 2011 season. These are of course subject to change next year.
FIRST also has a grant page on its website here -
http://usfirst.org/roboticsprograms/...t.aspx?id=7358. They recommend contacting FIRST Regional Directors or regional event planners in the rookie team's area to inquire about local grant support that might be available for such teams.
