I had to ask the question in order to find the answer.
Thanks to
this post that explained the situation with networking on some machines. I was using "one of those machines" that reconfigure the network as the port goes up and down.
Inserting a hub between the computer and the cRio fixed the problem.
Go figure. Sad.
