There are a number of variations that will make this work. It is possible to send the data from the dashboard at any point, and if this is your approach, I'd agree that disabled is a good time to have the data sent to the robot. To be field legal, be sure to use legal ports that will be open on a competition field.

If you want to read a file on the cRIO, I'd do it outside the main loop in RobotMain, perhaps in Begin. I'd read the values and update the globals there.
