ok something doesn't sound right here. I know some school systems will redistribute money from accounts to cover other expenditures. Did they do that with your money last year? If so, they might have an issue with your sponsor if that sponsor earmarked that money for the sole use of your team. You may want to get verification on the fact here. Again, something doesn't sound right...
