It depends on timing. Right after the draft, up until a "reasonable time" (typically midnight or so), dropped teams go to free agency; after that, teams go to waivers. If you notice a team adding at an event after the draft, they go to waiver, effective when their addition is announced. If a FF team drops out entirely, all teams from that FF team go straight to waivers without free agency--this cuts down on the mad scramble to pick up teams. If a team doesn't get claimed in waivers, they go to free agency.

Something that may be helpful later: "Missing team priority" is a priority called when a FF team is missing a team in a draft due to that team dropping out. It allows that team to grab any team, free agent or waiver, without needing to go through waiver. (If the team chosen is on waiver, the FF team drops to the bottom of the priority list.)
