The cRIO gets setup for NetConsole by a selection in the cRIO Imaging Tool NetConsole on your PC gets installed as part of the FRC Utilities package. You should find it on your Windows Programs list, it'll be listed as NetConsole for cRIO.
Make sure your PC netmask on the connection you're using is set to 255.0.0.0, because NetConsole broadcasts.
