We've always gotten these supplies from McMaster.
If you have the resources, I would recommend trying to machine your own pulleys. You can do some pretty cool things with a lathe and some creativity, like building pulleys right into a one piece shaft/pulley combination, not to mention increased flexibility on sizes, bores, etc. If you don't have a lathe available, as others have said, McMaster is a great source.
