Look at part D. to [R02]:
"any appendage may not extend more than 14 in. beyond the frame perimeter, and"

which is followed immediately by part E.:
"no other part of the robot may extend beyond the vertical projection of the frame perimeter..."

Where the "no other part" references the appendage in part D. In other terms, you can have one appendage which may extend no more than 14 in. beyond the frame perimeter out at any one time.

If you have two appendages, they can't both be out at the same time, even if they are less than 7 inches out (summing to be less than 14 in.).
