Where the "no other part" references the appendage in part D. In other terms, you can have one appendage which may extend no more than 14 in. beyond the frame perimeter out at any one time.

If you have two appendages, they can't both be out at the same time, even if they are less than 7 inches out (summing to be less than 14 in.).
and of course the horizontal distance from the front of the fender to the front of the rim is 14.25''... plus the width of your bumper... so it looks like there's no dunking.
