I would interpret that as the Bridge is not allowed to rest on the ball (as an aid to balancing, or inhibiting, depending on the position). But, this is vague, and the game animation has been known (on several occasions) to be incorrect or misleading...there will likely be an update on the meaning and practice of this rule.
