No.
They're saying you can't attach, damage, entangle, or tip the robot, even if you weren't intending on destroying them.
Robot on robot defense, if all contact is within the bumper zone, is fully legal still (provided the defensive robot is not more than 60" tall, and all other related rules such as the offensive robot being in safe zones are followed)
