For clarity is this what you did:
un-install of the previous version of netbeans, rebooted
installed 6.9.1
added plug-in info, downloaded & installed all FRC plugins
restarted the IDE

(because you are going backwards it is important to completely remove the previous version)

And you still see the same symptoms as the 7.1 install?
I have working versions (dev environment only) on XP, Vista, 7, and Ubuntu 10.04. So I am mystified.
