You definitely want to avoid using a 28x38" frame. Go for 27x37 at the largest.

The reason is that bolt heads and such will be a problem as well any 'out of square conditions in your robot. As rookie team, you haven't seen the 'sizing box' -- this is a 28x38x60" box, that your robot has to fit into, or you don't get on the field.
